Highlights from the 8 July 2025 Public Meeting

On Tuesday, 8 July 2025, a public information session was held at CSEM to present to residents and neighbors of Neuchâtel the next phases of the JD7 construction project and the measures planned to minimize its impact on the surrounding area.
This meeting, which brought together around twenty participants, provided an opportunity to present several key topics related to the management of the site:
Key topics discussed:
Project timeline, presented by Losinger Marazzi, outlining the main phases planned through to 2027: demolition of the old building’s basement, excavation and piling works, construction of the structural shell, and landscaping of the surrounding area. The schedule was explained in relation to technical constraints and validation by the relevant authorities.
Construction methods and machinery, also detailed by Losinger Marazzi, describing the equipment to be used at each stage (hydraulic breakers, drilling rigs, excavators, etc.) and the measures in place to limit noise and vibration nuisances.
Environmental Monitoring during Construction (SER), presented by the consultancy PPLUS Sàrl, highlighting the measures planned to ensure compliance with regulations on noise, dust, vibrations, and air quality. Monitoring sensors and regular inspections are planned throughout the project.
Safety around the site, including a specific traffic plan for construction vehicles, pedestrian detours, and tailored measures to protect vulnerable users (children, seniors).
The session concluded with a Q&A period, where participants were able to ask questions and share their concerns. These exchanges reflect the project owner’s commitment to maintaining open and transparent communication throughout the project.
